In September 2000, the North/South Ministerial Council commissioned a Study of Obstacles to Mobility between the two parts of the island of Ireland. Following a public tender process, PricewaterhouseCoopers and Indecon Economic Consultants were appointed to carry out a study.
The report focused on the broad range of obstacles which hinder or constrain people form moving across the border in either direction to live, work or to study. Among the areas examined were taxation, social security, pensions, health services, childcare, housing, transport, education and training, employment law and recruitment practices, telecoms, banking and insurance. The report provided 50 recommendations for the North/South Ministerial Council, government departments and other semi-state and non-governmental organisations to take forward to reduce the obstacles to mobility.
